Pins a cached payload so cache cleanup will not remove it.

Pins a cached payload so cache cleanup will not remove it. Sets RetentionMode=Pinned on the uploaded payload metadata. Ambiguous file names are refused; use PayloadId in that case. Does not move the payload into Repository\\Software and does not make it a package repository item.
